Austin Community College calls for annexation election for Pflugerville ISD

The ACC service plan includes a campus or center with core curriculum and workforce programs.

PFLUGERVILLE, Texas — During its regular meeting Monday, the Austin Community College District Board of Trustees unanimously called for an annexation election in Pflugerville ISD.

Many voters will begin heading to the polls on Nov. 6, though early voting will run fom Oct. 22 to Nov. 2. According to ACC, only registered voters in Pflugerville ISD territory that is not within the ACC District will be able to vote on the topic.

A committee composed of PfISD residents known as Pflugerville Friends 4 ACC collected 3,556 signatures from local registered voters so the annexation election could occur, the ACC reported.

ACC published a service plan for the area that includes services and programs that the college would bring to the community should voters vote to join the district. The college said it includes:

  • A brick-and-mortar campus/center with core curriculum courses that lead to transfer along with workforce programs in high-demand fields like healthcare, IT and advanced manufacturing.
  • Student support services including advising, admissions and records, academic counseling, career counseling, financial aid, and student life.
  • Customized training to assist businesses and organizations in their employee training.
  • Access to degrees and/or certificates in transfer, career pathways, and Continuing Education non-credit.
  • "Access" programs such as English as a Second Language (ESL), GED, and Adult Basic Education to prepare people for entering college credit programs.
  • Credit or non-credit entry-level, and re-entry job-training programs that can be completed in one year or less.

If voters elect to become part of the ACC District, ACC said homeowners would pay the ACC property tax proposed at $0.1048 per $100 valuation for the coming fiscal year. The total tax rate includes a maintenance and operations rate of 9 cents and $0.0148 for debt service. The ACC says this is the lowest among all of Texas' community colleges. ACC also offers a $5,000 homestead exemption. Senior citizens and homeowners with disabilities receive a $160,000 exemption for a total of $165,000.

Pflugerville residents who pay the property tax ACC said will have access to comprehensive college programs and services in addition to lower tuition and fees. In-district students currently pay $85 per credit hour in tuition and fees, while out-of-district students pay $361 per credit hour. Residents within the ACC District will also be eligible to run for and vote in elections of the ACC Board of Trustees.
